NFL and Democracy

While watching super bowl yesterday, I thought about this. If there's no referee, not all players will obey the rule, but referee could be wrong or could be bribed. The thing is, so many people are watching them, every move, plus the review functionality, it's hard to hide 'unfair' stuff (unless you are doing something where nobody is watching). Democracy is much harder, though there are so many people who'd like to watch it, but there are too many things to watch and it's far from transparent for people to watch too.
