From the old 'rapid development' book from microsoft publishing, it's clear that technology wouldn't save anything. It has to be properly managed and used. SOA was more like a hype any way, like 'agile development'. There wasn't, isn't, wont be any 'one size fits all' solution. You HAVE TO know what you want, know what needs to be done and know what it takes to get it done to have a project done right.
