Law consolidation, government consolidation and tax consolidation
Law must be comprehensible and must not be over certain length, law in certain area should not be over certain total length. Old laws must be consolidated into other existing or new law to meet the requirement. Start with a goal to consolidate laws, without consolidation, new laws cant be made.
Goverment must not be over certain size, government employee number must be under certain percentage of population, full time military member must be under certain percentage of population.
For each state that has different tax, set first goal as the state with minimum tax, including sales tax and other fees.
